Primary and secondary school teachers recruitment in the manpower dispatch system of Laoshan District, Qingdao, 2018

In order to deepen the reform of the education system and promote the integration of urban and rural education in the Laoshan District, Qingdao Laoshan District People’s Government, East China Normal University Basic Education Group and Qingdao Huashi Education Technology Co., Ltd. jointly recruited 200 teachers, in the form of manpower dispatch, after training. He was sent to teach in primary and secondary schools in Laoshan District, Qingdao City. The relevant matters are hereby announced as follows:

I. Recruitment conditions and scope

1. Have nationality of the People’s Republic

2. Comply with the Constitution and the law;

3. Devoted to the profession of teachers, qualified as a teacher of the dispatching system, and possesses the teacher qualification certificate of the corresponding section and subject of the registered position;

4. Physical and mental health, good character, professional skills and physical conditions to meet the requirements of the post;

5. Recruitment qualifications, degree and other requirements:

(1) Full-time undergraduate fresh graduates with bachelor’s degree or above;

(2) Outstanding undergraduate graduates from provincial key colleges (a. graduated from the graduates of the graduate school; b. graduates who won the prize for the subject competition; c. graduates who received the second prize and above scholarships from the graduate school ) and recent graduate students;

(3) The backbone teachers should be full-time undergraduate or above, obtain bachelor’s degree or above, have more than 2 years of teacher experience, and be under 35 years of age (born after September 30, 1983).

Orientation and appointing graduates must be approved by the directional and appointing units; non-graduate graduates of full-time regular colleges and universities, active military personnel, criminals who have been criminally punished and dismissed from public officials, and other circumstances that may not be employed by law Personnel must not be employed.

Second, recruitment methods

(1) Registration and qualification review

2. Qualification review

The qualification examination of the corresponding personnel will go through the whole process of recruitment. Applicants should apply for the relevant certification materials and the “Human Dispatch Teacher Recruitment Registration Form” (Annex 1) and “Human Dispatch Teacher Integrity Commitment” (Annex 2).

The relevant certification materials mainly include: the second-generation ID card, academic certificate, degree certificate, and teacher qualification certificate ; the incumbent personnel need to submit the consent application certificate issued by the department or unit of useful persons, and the incumbent personnel who have difficulty in issuing the consent to apply for the certificate, The recruiting unit agrees that it can be provided at the time of inspection and medical examination; other relevant certificates and materials required by the position.

Original and photocopies are required for all of the above materials . If the applicant fails to submit the relevant materials within the specified time, it shall be deemed as a waiver. If the examination does not meet the conditions for admission, the qualification for registration will be cancelled.

The specific time and place of the qualification review will be notified by SMS/email/telephone.

(2) Written test

1. Those who enter the written test scope must participate in the unified written test.

Those who enter the written test will take the written test. The written test content is divided into two parts: public basic knowledge and teaching basic knowledge, which account for 40% and 60% of the total test score respectively. The written test uses the percentage system to calculate the scores of candidates. According to the recruitment position and the test situation, the written test scores are determined. Above the written test score line, the high-scoring to low-scoring points are determined in order of 1:3. If the number of qualified candidates for the written test does not reach the prescribed ratio, the recruitment plan for the position will be cancelled.

The written test is conducted by means of unified examination, unified standards, and unified review.

The test papers and scoring papers were jointly organized and implemented by East China Normal University Basic Education Group and Qingdao Huashi Education Technology Co., Ltd.

(3) Interview

1. Interview organization. After the written test, the person who enters the interview scope will participate in the interview according to the notice time.

2. Interview notice. Notify by SMS/email/telephone.

3. Interview method.  Teacher job interviews are conducted by means of simulated class, class, defense and skill test. They mainly assess the basic ability and professional level required for the teacher’s position, including teaching design, teaching ability, basic teaching quality, teaching ideas and professional knowledge. See the interview notice for specific matters.

4. Interview score calculation. Calculate the total score of the applicants by weighting the percentage of the written test and the interview scores of 50% each.

The written test scores, interview results, and test scores are all scored in a percentage system, accurate to two decimal places, and the mantissa is rounded off.

5. The results are announced. Notify by SMS/email/telephone.

6. Organization and implementation of the interview: The Basic Education Group of East China Normal University and Qingdao Huashi Education Technology Co., Ltd. jointly organized the subject education experts to carry out specific implementation.

(4) Confirmation of personnel entering the scope of medical examination

According to the recruitment position, according to the comprehensive scores of the written test and interview, from the high score to the low score according to the ratio of 1:1.2, determine the candidates who enter the scope of investigation, organize the investigation, and the written test results of the personnel entering the inspection scope shall not be less than 60 points. If two or more applicants have the same written test results in the same recruitment plan, the interview results will be higher. For qualified personnel inspected, the number of candidates entering the medical examination scope shall be determined according to the ratio of 1:1. The vacancies caused by the waiver of medical examination qualifications or inspections and unqualified medical examinations may be replenished in equal amounts from the personnel who entered the same post.

(5) Training, hiring, and job assignment

After the examination, inspection, and physical examination, the employed personnel shall be trained for one month before the training. If the training is qualified and the conditions for employment are met, Qingdao Huashi Education Technology Co., Ltd. shall sign the labor contract according to the regulations, establish labor relations, and assign to the corresponding Job position.

Third, related treatment

The salary distribution standard for the personnel dispatching system is not lower than that of the local qualified institutions. The social insurance and housing provident fund are paid according to the relevant regulations of Qingdao City, and those with outstanding performance enjoy performance incentives.

一、招聘条件和范围

1.具有中华人民共和国国籍;

2.遵守宪法和法律;

3.热爱教师职业,胜任派遣制教师工作岗位,拥有所报名岗位相应学段和学科的教师资格证;

4.身心健康,有良好的品行,具有适应岗位要求的专业技能和身体条件;

5.招聘对象学历、学位等要求:

(1)全日制本科应届毕业生、取得学士及以上学位;

(2)省级重点院校优秀应届本科毕业生(a.获得大学院系优秀毕业生称号;b.获得学科专业竞赛优胜奖的毕业生;c.获得大学院系二等奖及以上奖学金的毕业生)和应届研究生;

(一)报名和资格审查

2.资格审查

对应聘人员的资格审查将贯穿招聘工作的全过程。报名应聘人员,须按应聘岗位条件,提交本人相关证明材料及经本人亲笔签名的《人力派遣制教师招聘报名登记表》(附件一)、《人力派遣制教师诚信承诺书》(附件二)。

相关证明材料主要包括:二代身份证、学历证书、学位证书、教师资格证书在职人员需提交有用人权限部门或单位出具的同意应聘证明,对出具同意应聘证明确有困难的在职人员,经招聘单位同意,可在考察和体检时提供;岗位要求提供的其他相关证书和材料。

上述材料均需提供原件和复印件。应聘人员在规定时间内未提交有关材料的,视为弃权。经审查不具备报考条件的,取消其报名资格。

资格审查的具体时间、地点以短信/邮件/电话方式另行通知。

(二)笔试

1.进入笔试范围人员,须参加统一笔试。

进入笔试范围人员参加笔试考试。笔试考试内容为公共基础知识和教学基础知识两部分,分别占整个试题分数的40%和60%。笔试采用百分制计算应聘人员的成绩。根据招聘岗位和考试情况确定笔试合格分数线。在笔试合格分数线以上,由高分到低分按1 :3的比例依次确定进入面试人选。笔试合格人数达不到规定比例的,取消该岗位招聘计划。

笔试采取统一考试、统一标准、统一阅卷的方式进行。

笔试试卷命题和阅卷由华东师范大学基础教育集团和青岛华师教育科技有限公司共同组织实施。

(三)面试

1.面试组织。经过笔试后进入面试范围人员,按照通知时间参加面试。

2.面试通知。以短信/邮件/电话方式通知。

3.面试方式。教师岗位面试采用模拟上课、说课、答辩和技能测试等方式进行,主要考核教师岗位所需的基本能力和专业水平, 包括教学设计、教学能力、教学基本素养、教学思想和专业知识等方面。具体事宜见面试通知。

4.面试成绩计算。按笔试、面试成绩各占50%的比例百分制加权计算应聘人员的总成绩。

笔试成绩、面试成绩和考试总成绩均采用百分制计分,并精确到小数点后两位数,尾数四舍五入。

5.成绩公布。以短信/邮件/电话方式通知。

(四)进入考察体检范围人员确定

按照招聘岗位,根据笔试及面试综合成绩,由高分到低分按1:1.2的比例,确定进入考察范围人选,组织考察,进入考察范围人员的笔试成绩不得低于60分。同一招聘计划中出现两名及以上应聘人员笔试成绩相同时,取面试成绩较高者。对考察合格人员,按招聘人数1:1的比例确定进入体检范围人选。对放弃考察体检资格或考察、体检不合格造成的空缺,可从进入同一岗位考察范围的人员中依次等额递补。

(五)培训、聘用、岗位分配

考试、考察、体检后,对拟聘用人员,进行为期一个月的岗前培训,培训合格,符合聘用条件的,由青岛华师教育科技有限公司按规定签订劳动合同,建立劳动关系,并分配至相应工作岗位。
